You play Cole, a bike-messenger affected by a package that exploded that gave him electricity-based powers. You are in Empire City, in an urban environment that is designed to be very interactive. It is an open game...the city is yours to explore. Go on missions if you want, or not. Explore, destroy, help. Whatever you want.
The controls are fantastic, the plot interesting and engaging, and the game is incredibly well-balanced. IGN is calling it the best PS3 game to date!!
